Alle-Kiski Intergovernmental Council

The Alle-Kiski Intergovernmental Council (AK IGC) is a voluntary organization of member governments which meet for the purpose of discussing, planning, and undertaking joint, intergovernmental activities. The first-of-its-kind in Westmoreland County, the Council serves as a forum for the identification of intergovernmental issues, facilitates agreements and actions for specific programs and projects, and administers these activities as agreed to by its member governments.

The Alle-Kiski Intergovernmental Council stems from the Planning District process, where 11 Alle-Kiski communities participated in a number of land use, mobility, and intergovernmental exercises to align county strategies with local priorities. As outlined in the county's comprehensive plan, Reimagining Our Westmoreland, the Planning Districts approach is an effort to implement many of the strategies and actions at the local level.
Since the completion of Remaking Our Westmoreland - A Plan for the Alle-Kiski District in November 2020, the County's first sub-regional plan, the eight communities of Allegheny Township, Arnold, East Vandergrift, Lower Burrell, New Kensington, Upper Burrell Township, Vandergrift, and West Leechburg have since committed to working together in an intergovernmental capacity, with the County providing administrative support to get started. After nearly two years, the Alle-Kiski Regional Blight Inventory and Plan project is coming to an end, with the release of the draft Alle-Kiski Blight Plan: A United Fight Against Blight. Beginning in October 2023, Westmoreland County Planning, in partnership with the Westmoreland County Redevelopment Authority and Land Bank and the Local Government Academy, began working with the seven Alle-Kiski communities of – Allegheny Township, Arnold, East Vandergrift, Lower Burrell, New Kensington, Vandergrift, and West Leechburg – to assess property conditions and prepare a blight mitigation plan for the region.
The project, where county Planners collected property condition information on over 22,000 parcels, occurred over two phases: data collection and blight plan development. Guided by a regional blight task force, composed of representatives from a variety of sectors, the final plan presents findings on existing conditions and outlines recommendations that communities and partners can take to prevent, remediate, eliminate, and repurpose blighted properties. What’s next for the region? An action team, composed of a core group from the Alle-Kiski Intergovernmental Council, along with relevant partners and stakeholders, will begin to review the plan’s recommendations and resources to start implementation. In addition to taking action first on high priority recommendations like updating property maintenance ordinances and code enforcement processes, communities are encouraged to work together where recommendations align across municipal boundaries to have greater regional impact. Meeting Schedule & Location

The regular meeting of the Alle-Kiski Intergovernmental Council will be held on the third Thursday of every month. There will be no meeting the month of December.
In-person meetings will be located at New Kensington City Hall, 301 Eleventh Street, New Kensington, PA 15068. Meetings will be virtual every other month. Other meetings may be made virtual with notice. Virtual meeting login information can be found on the agenda. |
