What is a COG?

Councils of Governments (COGs) are voluntary associations that represent member local governments, that seek to provide cooperative planning, coordination, and technical assistance on issues of mutual concern that cross jurisdictional lines. In this sense, COGs serve to develop consensus on many issues that need to be addressed in a subregional or regional context. COG duties are meants to complement but not duplicate jurisdictional activities, creating a sense of reliance and community between local municipalities. 

About 

The Central Westmoreland Planning District has emerged as the Foothills Council of Governments (COG).  The COG welcomes representatives from all Westmoreland municipalities to recognize problems and needs confronting the region independent of political boundaries. The municipalities involved discuss, plan, and undertake intergovernmental activities for the common good of central Westmoreland.  See meeting details below.

UCC Board of Appeals

In collaboration with the Foothills COG, a new Uniform Construction Code Board of Appeals is in formation! The UCC Board of Appeals will hear and rule on appeals, and requests for variances or extensions of time under the Uniform Construction Code. The Foothills COG is currently seeking professionals such as architects, engineers, or builders who reside in communities around the country. If interested, please contact Greensburg Planning Director Alec Italiano.  

The Central Westmoreland Planning District

Working directly with the Foothills COG, The Westmoreland County Comprehensive Plan identifies planning districts as a means to provide local, customized implementation of the County's comprehensive plan.  The planning district approach builds strong networks of public officials and agencies.  Visit our Archives  to learn more about the Planning District process as it occurred in Central Westmoreland or read the Report .  Starting in September of 2024, the Foothills Council of Governments will serve as a primary point of contact for any follow up activities.

Foothills COG Meeting Locations

Regular in-person meetings occur at 6 PM at South Greensburg Borough Hall on the fourth Thursday of each month, 1515 Poplar St, S. Greensburg, PA 15601. Call ​(724) 837-8858 to confirm dates and time. 

Foothills COG Formation Documents

Established in 2024, the Articles of Agreement serve as the guiding documents of governance for the Foothills COG. They stipualte general purpose, membership process, and other procedural rules. Municipalities interested in becoming Foothills COG members should adopt a Resolution of participation and the Articles of Agreement.
